Description
Job brief - Opportunity Only Available for professionals based in Tijuana, Mexico.
We are seeking an on-site, bilingual Project Manager to own the Infrastructure workstream in Tijuana, working hand-in-hand with other infrastructure PMs and SMEs. Phase 1 (cloud stabilization) is the near-term priority, and the modernization continues through later phases spanning very different domains – cloud migration, physical network deployments, identity, and end-user device and domain migration.
Responsibilities
- Integrated planning: Own the Infrastructure plan across all phases; break down the roadmap into clear milestones, tasks, owners, and dates, keep it aligned with the overall program plan, and track to it in the enterprise PPM tool.
- Dependency management: Proactively identify and manage cross-workstream dependencies (cloud build, network/SD-WAN/firewall, identity/IAM, security, HR systems, ERP, manufacturing systems) and escalate early with options
- Cross-project coordination: Work hand-in-hand with peer PMs on parallel initiatives (e.g., new facility build-out, HR system integration); maintain a shared view of interlocks, align milestones and cutover windows, and resolve conflicts jointly.
- Cloud migration execution: Drive environment readiness, application dependency assessments, testing (SIT/UAT), cutover and rollback planning, go/no-go readiness, and hypercare for migrated services.
- Vendor and SOW management: Coordinate multiple implementation partners; track SOWs, POs, and deliverables against plan.
- On-site stakeholder engagement: Serve as the local delivery lead with plant, IT, HR, and business teams in Tijuana; work directly with Spanish-speaking stakeholders and vendors to remove blockers quickly.
- Status and governance: Provide concise weekly status, RAID logs and milestone reporting to program leadership; bring issues forward with impact and recommended actions, without waiting to be asked.
- Operational transition: Ensure as-built documentation, runbooks, knowledge transfer and support hand-off to operations teams are completed and accepted.
- Financials: Track effort, vendor spend, and forecast-at-completion; flag variances early.
Requirements
- Bachelor's degree in IT, Engineering, Business, or related field (or equivalent experience)
- Fluent English and Spanish (B2/C1 Level); able to run meetings and documentation in both
- 5+ years of hands-on IT infrastructure project management with direct ownership of delivery
- Delivery experience in at least two of: cloud migration, physical network deployments, end-user/endpoint and domain migrations – broader coverage is a strong plus
- Proven delivery of cloud migration projects – ideally Microsoft Azure (lift-and-shift / rebuild of servers and business applications, landing zones, cutover)
- Working knowledge of enterprise networking (SD-WAN, firewalls, IP addressing, DNS, domains/certificates) sufficient to plan and challenge technical teams
- Exposure to identity and access management (Active Directory, Entra ID, role-based access, HR-driven provisioning)
- Experience managing vendors and SOW-based delivery
- Based in Tijuana and able to work on-site at our facilities
Nice to Have
- PMP or equivalent certification; Azure Fundamentals or similar
- Infrastructure delivery in a manufacturing or plant environment (production-line systems, MES connectivity, shop-floor devices, time clocks)
- M&A / post-acquisition IT integration, Microsoft 365 tenant-to-tenant or domain migrations
- Experience with SAP / ERP environments and HR system integrations
- Cybersecurity controls rollout (endpoint tooling, security baselines)
- Experience with Mexico (maquiladora / cross-border) operations
