Description
The Durham Housing Authority is seeking an experienced and driven Capital Fund Project Manager to lead transformative capital improvement and development initiatives that directly impact the quality of housing and services provided to our residents.

As a key member of our Real Estate Development team, you will help guide critical investments in public housing, RAD conversions, modernization efforts, and other development initiatives that support DHA's long-term strategic vision.
Position Description
The Capital Fund Project Manager is responsible for planning, coordinating, and overseeing capital improvement projects from concept through completion. This position provides leadership in project planning, budgeting, procurement, construction oversight, regulatory compliance, stakeholder engagement, and risk management.
Reporting to the Senior Vice President of Real Estate Development, the successful candidate will work closely with contractors, architects, engineers, public officials, residents, and agency leadership to ensure projects are delivered on time, within budget, and in compliance with all applicable requirements.
Key Responsibilities
- Coordinate the implementation of capital improvement projects for Public Housing, RAD, and development initiatives.
- Manage project schedules, budgets, and expenditures.
- Oversee project planning, design, procurement, construction, and closeout activities.
- Serve as the primary liaison with architects, engineers, contractors, consultants, and regulatory agencies.
- Develop and administer RFP and bid solicitation processes.
- Ensure compliance with HUD requirements, local codes, regulations, and contractual obligations.
- Monitor project performance and provide detailed reports to senior leadership.
- Identify project risks and develop mitigation strategies.
- Track milestones, deliverables, budgets, and action items.
- Conduct stakeholder meetings and presentations, including engagement with residents, boards, and community groups.
- Lead project teams and foster collaboration among internal and external stakeholders.
- Continually identify opportunities to improve project delivery processes and maximize capital investments.
- Support funding, investment, and development initiatives as assigned.
- Collaborates with Operations and Maintenance leadership to plan, coordinate, and execute key Capital Fund Program projects and initiatives.
