· Demonstrate integrity, excellence, drive, and trustworthiness in all responsibilities, taking ownership, and delivering high-quality results.

· Serve as the program’s senior technical authority, establishing the technical vision, system architecture, engineering strategy, development standards, and technical roadmap for Agentic AI-enabled electromagnetic spectrum and RF analysis capabilities.

· Translate customer mission requirements into executable technical capabilities, including software functions, data pipelines, analytical workflows, AI agents, models, interfaces, infrastructure, and integration requirements.

· Coordinate technical execution across software engineering, data engineering, AI engineering, analytical workflow, infrastructure, and integration teams operating across multiple geographic locations and security environments.

· Develop and maintain the integrated technical roadmap and schedule, defining engineering milestones, release objectives, technical dependencies, work packages, backlog priorities, and acceptance criteria.

· Supervise and ensure architectural coherence across classified and unclassified environments, ensuring that software components, data services, AI capabilities, analytical workflows, interfaces, and deployment environments operate as an integrated technical baseline.

· Assess the technical feasibility of proposed requirements and customer requests, identifying implementation options, assumptions, constraints, resource requirements, dependencies, and technical tradeoffs for consideration by the Program Manager and customer.

· Lead technical integration and engineering reviews, including architecture reviews, design reviews, code and repository reviews, model evaluations, interface reviews, test-readiness reviews, and release-readiness assessments.

· Evaluating, integrating, and deploying production AI/ML or LLM-enabled systems using Python, modern ML and LLM frameworks.

· Establish and enforce technical quality standards, including expectations for software quality, testing, cybersecurity, data provenance, model performance, reproducibility, documentation, configuration management, and maintainability.

· Identify and mitigate technical risks and issues, including risks related to data availability, model performance, system integration, infrastructure capacity, classified development constraints, cybersecurity, technical debt, and engineering staffing.

· Provide technical leadership and mentorship to the engineering team, resolving cross-disciplinary technical disagreements, assigning clear technical ownership, developing

engineering talent, and communicating technical status, limitations, and recommendations to program and customer leadership.

· Communicate technical and architectural details to technical and non-technical stakeholders
