Moves and transforms data across the County's legacy-to-modern data landscape: legacy mainframe/file-based data conversion into target systems, enterprise BI and reporting (Power BI, Databricks, SSRS/SSIS), and Oracle-based data warehousing and financial-systems integration. Reflects a County mid-migration — still operating legacy pipelines while building a modern BI layer. Expect continued growth in Databricks/modern-stack reqs.

Core Responsibilities

  • Profile, cleanse, transform, validate, and load data from legacy systems into target solutions

  • Support data mapping and crosswalk analysis across organizations and vendors

  • Design and develop Power BI dashboards, paginated reports, and row/object-level security

  • Build and support Azure Data Factory / Databricks data pipelines and data warehouse solutions

  • Develop and tune Oracle PL/SQL and SQL Server queries, stored procedures, and jobs

  • Design data models using DAX/MDX across Power BI, SSAS, Databricks, or Azure Synapse

  • Support data loading and integrations using REST APIs and EPM Automate (for Oracle PBCS/EPM variants)

  • Document extraction logic, validation rules, and data-retention/compliance requirements

  • Facilitate knowledge transfer so business users can work independently with converted data

Requirements

Skills Required

  • Power BI (Dashboards, Paginated Reports, Gateway, RLS/OLS); Azure Databricks; Azure Data Factory

  • SQL Server / Oracle: T-SQL, PL/SQL, SSIS, SSRS

  • DAX/MDX data modeling (SSAS, Databricks, Azure Synapse)

  • Legacy/mainframe data formats, flat files, data dictionaries, ETL and reconciliation

  • Oracle Planning & Budgeting Cloud Service (PBCS) / EPM Automate / Oracle Integration Cloud (for financial-systems variants)

  • Azure DevOps, Git/GitHub, Python, JSON

Experience Required

  • 5+ years experience in Power BI and Azure environments (BI-focused roles), or 3+ years supporting field mapping/crosswalk/data validation during conversion (Data Engineer roles)

  • 3+ years designing Power BI Paginated Reports or Data Warehouse work with Databricks/SQL Server/Oracle

  • 2+ years designing data models using DAX/MDX

  • 3+ years working with legacy/relational data technologies (mainframe, DB2, FOCUS, Oracle, SQL Server)

  • For Oracle PBCS variants: 7+ years implementing/supporting Oracle Planning & Budget Cloud Services, 3+ in a lead capacity

Education / Training

  • Bachelor's degree in Computer Science, Information Systems, Data Science, Engineering, or closely related field

  • Additional qualifying experience may substitute for education on a year-for-year basis
