Job Purpose Database and Analytics Developer

To lead and be responsible for the specification analysis, development, testing, implementation and support of the corporate data storage solutions and other internal database developments.

Management Responsibility Database and Analytics Developer

  • To mentor and coach any Database and Analytics Development officers (career grade) within the team, acting as the main contact for any training companies in the officer?s development.

Database and Analytics

  • Design and implement complex data flows to connect operational systems, data for analytics and business intelligence (BI) systems.
  • To facilitate the development of corporate business intelligence systems from in-house and third party disparate data sources/systems (to include Oracle, SQL Server, Access) by trained Super Users.

Knowledge, Skills and Experience Database and Analytics Developer

Substantial relevant experience of working in the service area / profession, with evidence of appropriate specialist knowledge of relevant systems, policies, regulations, professional guidelines and legislation.

Substantial demonstrable experience in the design, development, and maintenance of reports.

Substantial, demonstrable experience managing Relational Database Management Systems. For example Microsoft SQL Server, Oracle Database, Microsoft Access.

Substantial demonstrable experience of technical administration of corporate business intelligence systems and associated data storage solutions.

Authoritative knowledge of the specialist work practices, systems, policies, procedures and professional guidelines relevant to the work area.

Knowledge of Data storage solutions design etc. including data warehouse, data lakes etc

Authoritative knowledge to provide day to day management and maintenance and monitoring on the Councils Microsoft SQL Server databases

Authoritative knowledge to provide day to day management and maintenance and monitoring on the Councils Oracle Database servers.

Authoritative knowledge in relational theory and manipulation and security of non-relational data sources.

Relevant experience within a large organisation, delivering similar services, with evidence of specialist knowledge and work responsibilities appropriate to the role.

Demonstrable experience in developing complex reports using end user business intelligence solutions.

Proven ability to undertake and apply research to inform practice.

Knowledge of current and future trends in business intelligence systems and related technologies

Knowledge of current and future trends in corporate data storage solutions and related technologies

Excellent communication and interpersonal skills with the ability to engage effectively with a range of audiences and explain specialist information in a way which a non-specialist can understand.

Provide support to programme and project managers in planning and establishing estimated timelines for business intelligence solutions activities once the scope and analysis has been completed.

Proven ability to build relationships and engage successfully with the stakeholder community.

To liaise with suppliers as necessary to fulfil effective support functions.

Application of influential or persuasive communication techniques to engage stakeholder partners and their co-operation with any related service output requirements.

Demonstrable experience of providing training and support to semi-technical end users ideally in a Reporting Services context.

Good record keeping, report writing and presentational skills.

Proven ability to create excellent technical documentation.

Demonstrable experience of technical writing ideally in a report writing context. For example the production of help files written with a semi-technical audience in mind

Proven ability to create and present reports for management on any area of specialism within the role. E.g. Post Problem evaluation reports; business intelligence solutions proposal reports.

Good planning and organisational skills, with proven ability to prioritise and co-ordinate workloads, monitor and evaluate work, to ensure standards, outcomes and deadlines are achieved.

Proven initiative and judgement to identify and resolve problems.

Experience of successfully undertaking business intelligence solution and reporting error troubleshooting

Able to demonstrate ability to prioritise, coordinate, and respond to incidents, problems, and event resolutions.

Knowledge of the OSI 7-layer Model

Able to effectively use Microsoft 365 applications such as word, excel, outlook and teams.

Proven ability to investigate and identify the operational and system impact of support issues.

The ability to develop and implement suitable technical and /or business solutions within service level agreements (SLAs).

Proven ability to manage multiple projects / activities within your workload.

Ability to appropriately prioritise your own workloads between them.

Experience of managing projects, which impact the area of specialism.

Experience of project management and knowledge of a recognised project management methodology

Experience of working on projects governed by the software development lifecycle

Managers possess experience or training sufficient to ensure financial processing and / or budget monitoring is completed accurately.

Ability and willingness to learn and develop as a manager

Proven ability to manage staff, to monitor their performance and if necessary, take corrective action.

Experience of working on projects governed by the software development lifecycle.

Qualifications

Educated to level 4 up to first degree standard or equivalent experience in a relevant subject.

Level 4 to 6 qualification in a relevant subject within ICT or equivalent experience.

Relevant professional / vocational qualification.

PRINCE 2 foundation
