photoshop for two pictures

Hello Team sorry, I need an urgent turnaround on photoshop for two pictures.

Picture 1: Barry and Amanda this is my friend who's husband died.

I want to turn the picture into an oil painting effect so I can have it printed on a canvas.

Also need someone to remove the background and change it to something more appealing.

Picture 2: Katie and Amanda Need some touch ups, remove the wrinkles! ha.

Make the background nicer.

Again so I can print it as a birthday present.
