Description

Location: 10 SOPS locations, Point Mugu, CA

Clearance: SECRET or Interim TS during the base year; active TS/SCI required by 1 January 2028 for Point Mugu and Schriever/Det D duties, subject to Government access authorization and the DD Form 254 (Q&A 5).

Education: BS in Engineering, Science, or Business Management.

Outcomes:

· Establish integrated management and staffing procedures, site accountability, and reporting relationships by required contract milestones.

· Provide complete, accurate monthly status reports and maintain an actionable risk and corrective-action register.

· Maintain required Government response availability: within two hours during normal hours and six hours after duty hours.

· Coordinate staffing, readiness, and continuity measures that protect mission-essential satellite operations at all sites.

Responsibilities:

The Program Manager is the single contractor management interface to the Space Force for the Satellite Operations, Maintenance, and Engineering Services (SOMES) task order. The PM directs integrated support across satellite operations centers, remote ground facilities, engineering, maintenance, training, COMSEC, and logistics.

Functions and Tasks:

· Serve as the primary interface to the COR and CO and exercise company authority over contractual performance.

· Direct Site Managers and technical leads for satellite operations, engineering, maintenance, training, logistics, and COMSEC.

· Manage labor mix, budget, contract deliverables, quality assurance, staffing, and subcontractor performance.

· Maintain the Management and Staffing Plan, Mission Essential Plan, and performance tracking processes.

· Coordinate anomaly, contingency, mission planning, and COOP support without disrupting approved Government command authority.

· Ensure compliance with classified operations, safety, property accountability, documentation, and configuration control requirements.

· Lead the 30-day transition with parallel staffing, security processing, training, property inventories, technical handoffs, and readiness reviews. Coordinate authorized post-award walkthroughs with 10 SOPS before phase-in where access is approved; floor plans and preproposal site visits are unavailable.

· Maintain a staffing plan based on PWS workload, qualified coverage, and relief requirements. The Government reports 48 incumbent personnel but prescribes no staffing floor or labor-category mix.

· Prepare Point Mugu and Schriever personnel for active TS/SCI and Schriever regular 24/7 operations by 1 January 2028. During the base year, Schriever SOC hours are 0730–2400 Monday–Friday, with 24/7 coverage during COOP.

· Coordinate Government-certified instructor readiness and alternate qualification plans when incumbents are not retained. Track risks against the 1 February 2027 performance start and escalate unresolved gaps through the COR/CO.

Qualifications:

· Hold SECRET or Interim TS for base-year duties and obtain and maintain active TS/SCI by 1 January 2028 for continued performance at Point Mugu or Schriever/Det D. Required access and indoctrination must be verified before restricted duties.

· Demonstrated breadth of knowledge comparable to a BS in Engineering, Science, or Business Management.

· Approximately ten years of satellite operations management, financial management, and project management at comparable size, scope, and complexity.

· Demonstrated managerial, technical, and engineering judgment to direct multidisciplinary teams at geographically separated satellite operations and ground-support locations.

· Available for the 30-day FFP phase-in within the stated 1–31 January 2027 transition window and ready for full performance on 1 February 2027. Exact phase-in dates are subject to the awarded contract.

· Able to complete all initial, recurring, site-specific, and role-specific training and certifications required by the PWS, DD Form 254, and approved Management and Staffing Plan.

The following qualifications are desired:

· PMP or comparable program management credential.

· Direct MUOS, UFO, FLTSAT, or military SATCOM operations program experience.

· Experience managing hybrid FFP/CPFF technical-service contracts and 24/7 operational staffing.

Training and Certification Requirements:

· Complete required security and operations indoctrination before assigned duties, including OPSEC, derivative classification, and applicable installation training. Complete SCI indoctrination before SCI duties and meet the 1 January 2028 TS/SCI requirement for Point Mugu and Schriever/Det D.

· Maintain annual, event-driven, and position-specific refresher training and required qualification records under the Government-approved Management and Staffing Plan and Quality Assurance Program.

· Maintain documented proficiency in assigned operating procedures, contingency actions, and applicable mission systems; promptly complete requalification when procedures or responsibilities change.

Travel: Occasional CONUS and OCONUS travel, including to Guam, may be required for mission support and must be approved in accordance with the PWS.
