Summary

The Project Manager (PM) is the senior on-site representative responsible for the overall performance, administration, integration, and daily operation of the Fort Leonard Wood Base Operations Support Services contract. The PM has full authority to act for the company on contract matters relating to daily operations and serves as the primary interface with the Contracting Officer, Contracting Officer’s Representative, Alternate CORs, Directorate of Public Works personnel, corporate leadership, subcontractors, and other stakeholders.

The PM leads a multidisciplinary workforce delivering installation support across Fort Leonard Wood and the Lake of the Ozarks Recreation Area. The position is accountable for safe, compliant, uninterrupted, and cost-effective execution of program management, work management, grounds maintenance, pavement clearance, vertical and horizontal facilities maintenance, heating and cooling services, Army cemetery support, and related emergency and special-event requirements.

Essential Duties and Responsibilities (including but not limited to)

  • Provide overall leadership, direction, and management of contract performance and ensure all work is completed in accordance with the contract, PWS, task-area annexes, performance standards, quality requirements, applicable laws, Army regulations, and company policies.
  • Maintain full authority for daily contract operations and act as the company’s principal on-site point of contact for the Government.
  • Be physically present on site during the Government’s regular operating hours, normally 0730-1630 Monday through Friday, excluding legal public holidays and authorized administrative closures.
  • Remain available after normal hours as the central point of contact for contractor operations, emergencies, Priority 1 Demand Maintenance Orders, installation closures, severe weather, and mission-essential services.
  • Lead contract start-up and transition, including staffing, incumbent coordination, employee onboarding, Government system and network access, CAC processing, property transfer, inventories, work-in-progress turnover, plans, permits, and continuity of services.
  • Develop, implement, monitor, and update the phase-in and phase-out plans. Ensure the workforce is fully qualified and capable of performing all required services on the first day of performance.
  • Direct the integrated execution of all program task areas and resolve competing priorities, resource conflicts, schedule impacts, service interruptions, and cross-functional dependencies.
  • Oversee work management using Ahtna’s Computerized Maintenance Management System (CMMS), GFEBS, and ArMA, including DMOs, PMOs, OWOs, PWOs, service requests, work reception, estimating, scheduling, labor and material capture, technical completion, closeout, and reporting.
  • Provide leadership and oversight to the GFEBS PM Coordinator Lead and ensure required GFEBS roles, training, certifications, data quality, reporting, and system access are maintained throughout performance.
  • Ensure the DPW Work Reception desk supports continuous 24-hour, seven-day response capability for DMOs and customer requests outside standard working hours.
  • Manage staffing levels, shifts, on-call coverage, recruitment, retention, leave coverage, succession planning, employee relations, and training to sustain uninterrupted operations.
  • Supervise managers, supervisors, administrative personnel, trades, technicians, operators, and subcontractors. Establish clear responsibilities, performance expectations, and lines of authority.
  • Monitor contract cost, schedule, technical performance, productivity, staffing, backlog, work-order completion, material usage, equipment utilization, and operational trends. Implement corrective action when performance deviates from plan.
  • Prepare and deliver recurring operational, financial, staffing, quality, safety, environmental, property, workload, and performance reports to corporate leadership and the Government.
  • Attend post-award conferences, performance evaluation meetings, technical meetings, work-order meetings, project-work-order meetings, and other Government-directed coordination sessions.
  • Prepare accurate meeting minutes for required Government meetings, obtain required signatures, distribute minutes within established timeframes, and document any non-concurrence.
  • Maintain effective communications and professional business relations with the KO, COR, ACORs, DPW, installation customers, tenant organizations, and other contractors while respecting contractual lines of authority.
  • Implement and maintain an effective Quality Control Plan. Ensure inspections, surveillance records, corrective actions, root-cause analyses, customer feedback, trend analysis, and quality records support contract performance standards and acceptable quality levels.
  • Oversee safety and occupational health programs, accident prevention, hazard analysis, required permits, incident reporting, OSHA compliance, environmental protection, spill response, and corrective actions.
  • Ensure mission-essential systems and services remain operational during installation closures, weather events, emergencies, contingencies, and curtailed operations.
  • Develop and maintain mobilization, disaster, labor-dispute, continuity, emergency-response, and other contingency plans required by the contract.
  • Ensure contractor personnel complete required security, antiterrorism, OPSEC, cybersecurity, iWATCH, safety, environmental, technical, and position-specific training.
  • Ensure proper accountability, care, maintenance, inventory, licensing, and disposition of Government-furnished property, equipment, materials, real property hand receipts, contractor-furnished assets, and residual supplies.
  • Oversee subcontractor selection, onboarding, performance, invoicing, safety, quality, schedule, compliance, workshare, and closeout. Resolve subcontractor performance issues and ensure subcontracted services remain fully integrated with prime contract operations.
  • Coordinate project work orders and specialty subcontracting, including scope development, detailed estimates, Government approvals, scheduling, execution, inspection, documentation, and closeout.
  • Ensure compliance with environmental, historic-property, excavation, utility-location, traffic-control, landscaping-restoration, dust-suppression, and other installation requirements.
  • Lead continuous improvement and apply commercial best practices, innovation, data analysis, preventive maintenance, reliability principles, and process discipline to improve service quality and cost effectiveness.
  • Perform other job-related duties assigned by authorized company leadership within the general scope of this position.

Supervisory Responsibilities

Responsible for the direct and indirect supervision of a multidisciplinary management and operations team supporting all contract functional areas. Provides leadership to supervisors, leads, professional staff, craft personnel, SCA employees, union personnel where applicable, and subcontractors.

Minimum Qualifications

  • Bachelor’s Degree from an accredited educational institution in Management, Business Administration, Engineering, Construction Management, Facilities Management, Logistics or a related field.
    • Relevant work experience may be substituted for education on a 1:1 basis.
  • Five (5) years experience in base support management or management of a contract similar in scope and breadth to the Fort Leonard Wood BASOPS requirement.
  • Must be a U.S. citizen.
  • Must have a valid driver’s license and clean driving record.
  • Ability to obtain and maintain the required Tier 1 background investigation, Common Access Card, installation access, and other Government credentials throughout employment.
  • Proficiency with Microsoft 365 applications and computerized maintenance, work-management, scheduling, reporting, and collaboration systems.
  • Demonstrated experience managing complex, multidisciplinary facilities operations or installation support services, including multiple functional areas and a geographically dispersed workforce.
  • Demonstrated authority and accountability for contract performance, customer interface, staffing, quality, safety, schedule, cost control, subcontract management, and corrective action.
  • Experience working with Government contracting personnel and understanding the respective authorities of the Contracting Officer and COR.
  • Ability to successfully complete pre-employment and recurring drug screening.

Preferred Qualifications

  • Project Management Professional (PMP), Certified Facility Manager (CFM), Certified Maintenance and Reliability Professional (CMRP), or equivalent management credential.
  • Ten or more years of progressive experience managing Army BASOPS, Directorate of Public Works, public works, facilities operations and maintenance, or similarly complex federal service contracts.
  • Prior experience as a Project Manager, Program Manager, Deputy PM, Operations Manager, or Site Manager on a large federal facilities support contract.
  • Fort Leonard Wood, U.S. Army Garrison, IMCOM, or TRADOC experience.
  • Experience managing work performed at a major Army installation and an off-installation recreation area or remote site.
  • Working knowledge of GFEBS Plant Maintenance, ArMA, BUILDER Sustainment Management System, preventive maintenance, demand maintenance, project work orders, and work-control operations.
  • Experience managing grounds maintenance, snow and ice removal, vertical and horizontal facilities maintenance, HVAC, cemetery operations, emergency response, and special-event support.
  • Experience with Service Contract Labor Standards, collective bargaining agreements, Davis-Bacon requirements for project work, and federal workforce transition.
  • Experience managing Government property, subcontractors, quality control, safety, environmental compliance, continuity planning, and performance-based service contracts.
  • Current or recent CAC eligibility and Tier 1 favorable determination.

Physical Demands

Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours. The ability to lift up to 50 pounds.

Work is performed in an office setting with the ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination, and visual acuity to use a keyboard and video display terminal, and other office equipment. Travel may be required to shareholder communities, subsidiary offices, and other locations as needed.
