Description

Overview

LMI is seeking a Senior Agile Coach to support a Department of Veterans Affairs (VA) engagement focused on advancing Agile delivery practices, improving team-level Jira use, and strengthening performance measurement through a Program Value Office (PVO). This role will assess existing ways of working, coach teams and leaders, build practical improvement plans, and develop training that supports sustainable adoption.

The Senior Agile Coach will apply a principles-first, context-sensitive approach across Scrum, Kanban, SAFe, and other Lean-Agile methods, selecting practices that fit the VA mission, team maturity, and operating constraints rather than imposing a single framework. This is a hands-on coaching and enablement role with direct involvement in Jira team-level configuration, board and workflow refinement, facilitation, and performance reporting.

Working alongside VA stakeholders, technical teams, Jira specialists, the Technical Program Manager, and PVO practitioners, the successful candidate will connect coaching interventions to measurable improvements in delivery flow, transparency, team effectiveness, and mission outcomes. The role offers senior-level independent judgment, complex problem solving, and mentoring without serving as the overall engagement program manager.

LMI is a new breed of digital solutions provider dedicated to accelerating government impact with innovation and speed. Investing in technology and prototypes ahead of need, LMI brings commercial-grade platforms and mission-ready AI to federal agencies at commercial speed.

Responsibilities

  • Evaluate current-state Agile maturity, team practices, planning routines, handoffs, delivery constraints, and Jira usage through interviews, observation, artifacts, and metrics.
  • Develop actionable, sequenced improvement recommendations that reflect Agile principles, VA mission priorities, team capabilities, and organizational constraints.
  • Coach delivery teams, Scrum Masters, Product Owners, managers, and stakeholders on appropriately tailored Scrum, Kanban, SAFe, Lean, and continuous improvement practices.
  • Facilitate retrospectives, planning and refinement sessions, cross-team coordination workshops, leadership working sessions, and change-adoption activities.
  • Design and deliver role-based Agile and Jira training, coaching materials, job aids, practical exercises, and knowledge-transfer sessions.
  • Provide hands-on Jira team-level setup and support, including boards, workflows, issue types, filters, dashboards, and related configurations within approved permissions and governance standards.
  • Partner with Atlassian administrators and technical specialists when changes require platform-wide administration, migration, integrations, or security approvals.
  • Help teams connect Jira practices to clear backlog structure, work visualization, priority management, dependency visibility, and accurate, low-burden reporting.
  • Partner with the Program Value Office to define useful, interpretable metrics for flow, predictability, team health, delivery performance, adoption, and value realization.
  • Analyze and communicate quantitative and qualitative findings, explaining metric limitations and avoiding measures that incentivize counterproductive behaviors.
  • Guide client leaders and teams in using performance insights to make decisions, remove impediments, prioritize improvements, and test whether changes are effective.
  • Support change management and organizational adoption through stakeholder engagement, feedback loops, coaching plans, and repeatable working agreements.
  • Mentor less-experienced coaches and practitioners; produce reusable playbooks, assessment instruments, training assets, and facilitation approaches.
  • Collaborate with the TPM, VA stakeholders, PVO team, technical leads, and other partners; raise delivery risks and inter-team dependencies and provide concise progress updates.

Qualifications

  • Bachelor's degree in business, information technology, organizational development, or a related discipline; equivalent professional experience may be considered.
  • 7+ years of experience coaching Agile teams or leading Agile adoption and improvement in complex organizations.
  • Experience adapting practices across multiple Agile frameworks such as Scrum, Kanban, SAFe, Lean, or comparable approaches, with demonstrated principles-first judgment.
  • Experience assessing Agile maturity and operational workflows, identifying impediments, and translating findings into actionable coaching and improvement plans.
  • Hands-on Jira experience with team-level setup and administration support, including workflows, boards, issue types, filters, dashboards, and relevant project settings.
  • Experience designing and delivering training and facilitating working sessions for technical teams, leaders, and business stakeholders.
  • Experience defining, collecting, interpreting, and presenting Agile delivery or program-performance metrics to support informed decisions.
  • Strong coaching, facilitation, relationship-building, conflict-navigation, and written and verbal communication skills across organizational levels.
  • Ability to independently solve complex challenges, influence without formal authority, and mentor other practitioners.
  • U.S. citizenship is required. Candidate must be able to obtain and maintain a Public Trust determination.

Desired Qualifications

  • Master's degree in a relevant field.
  • Experience supporting the Department of Veterans Affairs, federal civilian agencies, healthcare systems, or similarly regulated organizations.
  • Experience coaching at scale using SAFe; SAFe Practice Consultant (SPC) certification preferred.
  • Additional credentials such as CSM, PSM, PMI-ACP, ICP-ACC, ICP-ATF, or comparable Agile coaching certifications.
  • Experience supporting a Program Value Office, PMO, Lean Portfolio Management function, or similar performance and governance capability.
  • Knowledge of flow metrics, objectives and key results (OKRs), Agile delivery dashboards, value-stream measurement, and change effectiveness.
  • Experience facilitating executive workshops and enterprise-wide organizational transformation and continuous improvement programs.
