Position Overview
The Ontario Public Service is seeking a Senior Software Developer – Siebel with extensive experience in Siebel configuration, development, integration, EIM/EAI, Open UI, and enterprise reporting.
The successful candidate will be responsible for translating technical specifications into robust, tested applications; developing and maintaining Siebel solutions; supporting integrations and migrations; developing reports; troubleshooting technical issues; and collaborating closely with functional and technical teams throughout the Software Development Life Cycle.
This is a senior-level, hands-on Siebel development role requiring deep experience with Siebel technical configuration, development and integration, along with strong reporting and front-end development capabilities.
Key Responsibilities
The successful candidate will:
- Design, configure, develop, integrate, test, debug, and maintain Siebel applications.
- Develop and maintain Siebel Open UI solutions.
- Build and support Siebel EIM/EAI integrations.
- Integrate Siebel with Adobe AEM, J2EE, and external applications.
- Develop and maintain reports using OBIEE and Power BI.
- Develop and maintain front-end components using HTML5, CSS, jQuery, and JavaScript.
- Support Siebel migration and deployment activities.
- Troubleshoot application, integration, reporting, and production issues.
- Conduct impact assessments and support application customizations.
- Collaborate with business stakeholders, functional teams, technical teams, and SMEs.
- Participate in design walkthroughs and technical reviews.
- Perform unit testing and support quality assurance activities.
- Prepare technical, user, and system documentation.
- Provide post-implementation support.
- Ensure solutions meet technical, functional, accessibility, and quality requirements.
- Work within structured software development methodologies and established OPS standards.

1. Siebel Development & Integration – Must Have
Candidates must demonstrate:
- 10+ years of experience with Siebel technical configuration, design, development, and integration.
- 5+ years of experience integrating Siebel with Adobe AEM, J2EE, and related technologies.
- 5+ years of experience with Siebel EIM/EAI.
- 3+ years of experience with Siebel IP18, specifically configuring and developing solutions.
- Hands-on experience with:
- Assignment Manager
- Business Rules
- Workflow
- Applets
- Views
- Screens
- Code/Scripts
- Siebel Business Layer objects
- Experience using Siebel Tools and editing Siebel Web Templates.
- Experience using Siebel Open UI-specific classes and methods.
- Strong understanding of Siebel Open UI Architecture, including:
- Physical Model
- Presentation Model
- OOTB Open UI file structures
- Open UI limitations
- Experience with UI integration, including:
- Embedding external applications within Siebel
- Exposing Siebel functionality in external applications
- Experience configuring Siebel migration applications.
- Experience administering Siebel Approval Manager.
- Demonstrated possession of Siebel 8.x or above certification.
2. Reporting & Front-End Development – Must Have
Candidates must have:
- Experience developing reports using OBIEE and Power BI.
- Experience with:
- HTML5
- CSS
- jQuery
- JavaScript
- Working knowledge of Siebel Open UI concepts, including:
- PM – Presentation Model
- PR – Physical Renderer
- Manifest Files
- Mapping Files
3. General Software Development
The successful candidate must have experience with:
- Translating technical system specifications into working, tested applications.
- Developing detailed programming specifications.
- Writing and/or generating application code.
- Compiling data-driven programs.
- Maintaining and conducting unit testing.
- Designing, coding, testing, debugging, and documenting applications.
- Application design, current design patterns, deployment, and troubleshooting.
- Object-oriented and/or third-generation programming language development tools.
- One or more programming languages.
- Relational and hierarchical database technologies.
- Information retrieval packages and query languages.
- One or more communications protocols.
- Structured methodologies for application design, development, implementation, and maintenance.
- Troubleshooting technical problems arising during software implementation, operation, conversion, and migration activities.
4. Oracle / Database Development
Experience with Oracle technologies and enterprise applications is required within the broader technical scope, including:
- Oracle database development.
- PL/SQL and SQL.
- XML.
- Unix shell scripting.
- Oracle Data Integrator (ODI).
- SQL tuning and partitioned tables.
- Data warehouse and ETL methodologies.
- OBIEE.
Experience with Java and Oracle Application Development Framework (ADF) is an asset.
5. Oracle E-Business Experience
Experience with Oracle E-Business applications, including:
- Conducting impact assessments on Oracle E-Business customizations and extensions.
- Account Receivable / Collections conversion activities.
- General Ledger (GL).
- Accounts Receivable (AR).
- Collections.
- Accounts Payable (AP).
- Inventory (INV).
- Oracle E-Business FND.
- Understanding of Oracle E-Business table structures related to GL, AR, Collections, AP, INV, and FND.

- Reviewing, analyzing, modifying, testing, and debugging product installation scripts, including encoding-related activities.
Accessibility & Information Management
Knowledge and understanding of:

Public Sector / OPS Experience – Asset
Prior Ontario Public Service (OPS), government, or broader public-sector experience is strongly preferred.
