Project Overview

The Ontario Ministry of Environment, Conservation and Parks (MECP) – Species at Risk Branch (SARB) is implementing a modern Registration and Permit Management System under the new Species Conservation Act (2025).

The system architecture includes:

  • Microsoft Dynamics CRM (Back-office platform)
  • MuleSoft (Middleware & integrations)
  • Java/React (Public-facing portal)

Role Summary

The Senior Solutions Designer will lead end-to-end solution architecture and technical design across the platform. This role focuses on CRM integration, workflow design, system architecture, and enterprise alignment, ensuring scalability, performance, and security.

Key Responsibilities

  • Define and maintain end-to-end solution architecture
  • Design registration and permit workflows
  • Lead integration between:
    • Public portal (Java/React)
    • Microsoft Dynamics CRM
    • MuleSoft middleware
  • Ensure alignment with enterprise architecture standards
  • Oversee:
    • Data flows
    • Security
    • Performance & scalability
  • Collaborate with:
    • Business stakeholders
    • Architects & developers
    • QA/testing teams
    • Cybersecurity & infrastructure
    • Vendors & project managers

Requirements

Must-Have Requirements

Core Experience

  • 10+ years in COTS CRM systems (Oracle Siebel / IBM Curam / Dynamics)
  • 10+ years in J2EE integrations
  • Strong experience in:
    • Business architecture
    • System analysis
    • Solution design
  • Deep understanding of J2EE architecture

Technical Skills

  • Experience with:
    • N-tier web applications
    • Unix, Shell scripting, Ant scripts
    • JavaScript, XML/XSD, XSL
    • HTML5
    • Source control tools (SVN/CVS)
  • Hands-on with:
    • XSLT / XQuery / XPath
    • XSLT tools (e.g., Oxygen IDE)
  • Experience in:
    • Functional & technical requirements design
    • Enhancements to existing web solutions
  • Knowledge of:
    • SDLC methodologies (Agile preferred)

Soft Skills

  • Strong verbal & written communication
  • Excellent stakeholder management
  • Analytical & problem-solving mindset
  • Ability to work in fast-paced, deadline-driven environments
  • Strong collaboration across cross-functional teams

Public Sector Experience

  • Experience with OPS standards/processes (preferred)

Nice-to-Have

  • Previous Ontario Public Service (OPS) experience
  • Familiarity with government digital transformation projects
