Position Summary
The Technical Program Manager serves as the primary delivery leader responsible for driving software product development across Precision Monitoring's connected healthcare platform. This role partners closely with Engineering, Product, QA, Regulatory, and Quality to translate product strategy into executable engineering work while ensuring timely, high-quality releases.
Unlike traditional IT Project Management roles focused on implementations or infrastructure, this position is embedded within the software engineering organization and owns execution of the product development lifecycle for regulated healthcare software.
The ideal candidate has successfully led Agile software development teams, understands SDLC governance, release management, requirements traceability, software verification & validation, and can confidently coordinate complex technical initiatives across multiple engineering disciplines while maintaining delivery commitments.
This role requires someone who can operate as the connective tissue between Product Management, Engineering, QA, and executive leadership while ensuring predictable software delivery in a regulated medical environment.
Key Responsibilities:
Software Product Delivery
- Own end-to-end delivery of multiple software product initiatives across Engineering, QA, Product, and Business Analysis.
- Drive sprint planning, backlog readiness, release planning, roadmap execution, and production releases.
- Maintain predictable delivery through milestone tracking, dependency management, risk mitigation, and executive reporting.
- Coordinate work across multiple Agile teams while balancing changing priorities and customer commitments.
- Ensure software releases meet scope, quality, and schedule commitments.
Engineering Program Leadership
- Partner daily with Software Engineering, QA, Product Management, Architecture, Security, DevOps, and Data teams.
- Facilitate Agile ceremonies including Sprint Planning, Refinement, Reviews, Retrospectives, and Release Readiness meetings.
- Build executive-level reporting for engineering velocity, release status, risks, and resource utilization.
- Manage cross-functional dependencies across software, APIs, mobile applications, cloud infrastructure, and integrations.
- Remove delivery obstacles and improve engineering execution.
SDLC Governance
- Own SDLC governance throughout the software development lifecycle.
- Ensure engineering work follows defined Agile and SDLC processes.
- Maintain release governance and production readiness.
- Coordinate change management activities.
- Support software audit readiness.
Business Analysis & Requirements
- Translate business needs into detailed software requirements.
- Write high-quality user stories and acceptance criteria.
- Maintain backlog readiness.
- Facilitate requirements workshops.
- Create process flows and functional documentation.
- Ensure requirements remain traceable throughout development.
Verification, Validation & Traceability
- Support software verification and validation activities throughout development.
- Review validation reports, equivalence reports, and test evidence for completeness.
- Ensure requirements remain testable, traceable, and auditable.
- Partner with Quality and Regulatory to support compliant software releases.
- Maintain end-to-end traceability between business requirements, software requirements, testing, and production deployment.
Essential Functions:
- Track and communicate progress, impediments, and delivery metrics (e.g., throughput, cycle time, burnup/burndown) to stakeholders with clear trade-offs and recommendations.
- Support testing and validation by defining test scenarios, coordinating UAT, capturing feedback, and ensuring defects and requirements gaps are triaged and resolved.
- Partner with business and technical stakeholders to define goals, scope, success measures, and delivery approach; drive decision-making and manage expectations.
- Generate weekly and monthly performance reports and maintain status reporting aligned to delivery goals.
- Maintain confidentiality and uphold professional standards across all project and analysis activities.
- Perform other duties as assigned to support department and company objectives.
Qualifications
- 7+ years leading Agile software product development teams.
- Experience embedded within a software engineering organization.
- Technical Product Management, Technical Program Management, or Software Delivery leadership.
- Healthcare software or regulated medical device software preferred.
- Strong SDLC governance experience.
- Experience coordinating Software Engineering, QA, Product, and Business Analysis teams.
- Release Management.

Ideal Candidate Profile
The successful candidate has previously served as a Technical Product Manager, Technical Program Manager, Engineering Program Manager, or Senior Software Project Manager supporting internal software engineering teams.
They have led cross-functional software engineering teams through the full SDLC, partnering with Engineering, QA, Product, Business Analysis, Security, and Architecture to deliver complex software releases. They are comfortable operating at both strategic and tactical levels—driving executive reporting while remaining closely engaged with Agile teams and day-to-day engineering execution.
They understand how to balance delivery commitments with technical complexity and have demonstrated success improving engineering predictability, release quality, and cross-functional collaboration.
